How this policy applies
Washington Insurance Brokers LLC is a licensed insurance producer. Much of the information we collect in the course of insurance transactions is nonpublic personal information governed by the federal Gramm-Leach-Bliley Act and by the Washington Office of the Insurance Commissioner’s privacy regulations, and RCW 19.373 contains exemptions for information collected, used or disclosed in accordance with those and other regimes.
We publish this policy for transparency and to describe our actual practices. Doing so is not an admission that Washington’s My Health My Data Act applies to any particular information we hold, and it does not waive or limit any exemption available to us or any protection that already applies to you under insurance privacy law. Where the two frameworks overlap, we will apply whichever gives you the greater protection.

What this policy covers
This policy applies to information we may collect from you as an individual consumer across all of the coverage we help individuals and families with, not only life insurance. That includes:
- Individual and family health insurance, including Washington Healthplanfinder plans.
- Individual dental and vision coverage.
- Life insurance — term, whole and permanent, final expense, and no-exam products.
- Disability and income protection coverage purchased by an individual.
- Long-term care and linked-benefit products.
- Any quoting interaction on this website, including the instant quoting tool, request-a-quote forms, and questions asked by phone, email or at a consultation.
Employer-sponsored and group benefits are treated separately and are not assumed to be covered by this policy. Where we administer group health, dental, vision, life or disability benefits for an employer, we generally act on the employer’s behalf, and that information is typically governed by other frameworks, which may include HIPAA, ERISA and our agreements with the employer. This policy should not be read as conceding that employer-context information falls within RCW 19.373.
Categories of consumer health data we collect, and why
When you use a quoting tool on this website, complete a form, or speak with us about any of the coverage listed above, we may collect information that could be treated as consumer health data:
- Tobacco or nicotine use.
- Height and weight.
- General health status and health class, including answers to knockout health questions used by carriers to determine eligibility.
- Diagnosed conditions, treatments, medications and family medical history, where you tell us about them or a carrier’s application asks for them.
- Age and sex, where used to determine insurance rates or eligibility.
- Pregnancy, disability status, and need for ongoing care, where relevant to health, disability or long-term care coverage you ask about.
- Prescriptions, providers and facilities, where you ask us whether a particular doctor, clinic or medication is covered by a health or dental plan.
- The fact that you sought a particular type of coverage — for example, that you requested final expense, disability or individual health quotes. Depending on how the Act is read, an inference of this kind may itself be consumer health data.
Purpose and use. We collect this information to produce premium estimates, to identify carriers likely to accept your situation, to answer coverage questions you ask, and, if you choose to proceed, to submit an application to the carrier you select. We do not use the health answers you give us to build advertising audiences and we do not sell them. That statement is about the answers themselves; please read “Website analytics and advertising” below, which describes separately what our website measurement and advertising tools do receive.
Categories of sources
- Directly from you — entered into a quoting tool on this website, given on a form, or told to us by phone, email, text or in person.
- From our quoting and application platform, BackNine Insurance (Quote & Apply), which processes what you enter and returns carrier results.
- From insurance carriers, in the course of underwriting an application you have asked us to submit.
- From your activity on this website — the pages you view and the actions you take, as described under “Website analytics and advertising” below.
We do not purchase consumer health data, and we do not collect it from data brokers or by tracking your activity on other companies’ websites.
Categories of consumer health data that we share
We share the substantive categories listed above — tobacco use, height and weight, health status and class, conditions, treatments, medications and family history, pregnancy and disability status, prescriptions and providers, and age and sex — only to the extent a carrier requires them to quote or underwrite the coverage you requested.
Separately, and as described in the next section, our website measurement and advertising tools receive information about the pages you view on this site, which can indicate the type of coverage you were researching.
Website analytics and advertising
This website uses Google Analytics, Google Tag Manager and Google Ads. These load on every page, including pages about life, health, dental, disability and long-term care coverage. On those health-related pages they receive:
- The full address and title of each page you view, and the page you came from. Because our page addresses and titles name the coverage they describe, this can indicate the type of insurance you were researching.
- Device and browser information — screen size, operating system, browser and version.
- Session and cookie identifiers, including Google Analytics and Google Ads cookies stored on your device, which allow your visits to be recognised over time.
- Whether you arrived from one of our ads. On health-related pages we now instruct Google not to use your visit for advertising purposes, so visiting those pages does not add you to a remarketing or advertising audience. See “Advertising on health-related pages” below.
- Conversion events — that a contact form was submitted successfully, that a click-to-call link was used, or that an email link was clicked. These record that the action happened; they are not configured to transmit what you typed.
What we have and have not verified. Our instant quoting tool runs inside a frame served by BackNine on its own web address. Because of that separation, the analytics and advertising tools on our own site cannot read what you type into it, and none of them are configured to reference it. We have not, however, carried out an end-to-end technical test of a completed quote, so we do not claim that your quote answers are entirely outside the reach of these tools. BackNine also operates its own analytics inside that frame, under its own configuration and privacy terms.
Advertising on health-related pages. On our life, health, dental, disability, long-term care and quoting pages, this website sets Google Consent Mode to deny advertising storage, advertising user data and ad personalisation by default. In practice that means visiting those pages does not place you in a remarketing list or an advertising audience, and advertising cookies are not set there. Basic measurement of the visit still takes place. This applies automatically; you do not need to do anything.
Consent generally. Elsewhere on the site these tools still load when you open a page, before you take any action, and we do not yet present a consent banner. You can limit them through your browser’s cookie settings and through the opt-outs listed in our Privacy Policy. We are reviewing whether a full consent mechanism is required and will update this page if we add one.
Categories of third parties and affiliates we share it with
- Insurance carriers and their underwriters, to obtain quotes and to submit applications you authorize.
- BackNine Insurance, the brokerage general agency whose Quote & Apply platform runs the quoting tool on this site and which transmits your information to carriers.
- Reinsurers, examiners and underwriting service providers engaged by a carrier as part of its own underwriting process.
- Regulators and others where required by law, including the Washington Office of the Insurance Commissioner.
- Google, through the Google Analytics, Google Tag Manager and Google Ads tools running on this website, which receive the page and device information described under “Website analytics and advertising” above — including the addresses and titles of health-related pages you view, and signals used for remarketing and advertising audiences.
- Microsoft, as the provider of the business email through which we correspond with you, where you email us about coverage.
We have no corporate affiliates with whom we share consumer health data. We do not sell consumer health data.
Your rights, and how to exercise them
Subject to the exemptions described under “How this policy applies” above, RCW 19.373.040 provides Washington consumers the right to:
- Confirm whether we are collecting, sharing or selling your consumer health data, and access that data.
- Obtain a list of all third parties and affiliates with whom we have shared or sold your consumer health data, together with contact information for those parties.
- Withdraw consent to our collection and sharing of your consumer health data.
- Delete your consumer health data.
To make a request, email info@wa-insurance.com, call (888) 444-1517. Tell us which right you wish to exercise. We will verify your identity before acting on a request and will respond within the timeframe the law requires. We will not treat you differently for making a request.
If we deny a request, we will explain why and how to appeal. If an appeal is denied, you may submit a complaint to the Washington State Attorney General at atg.wa.gov/file-complaint.
Limits on deletion and withdrawal. Insurance recordkeeping rules require us to retain certain records, and a carrier that has already received your information holds it under its own policies and obligations. Withdrawing consent or requesting deletion may mean we can no longer quote or service coverage for you, and it does not by itself delete information already held by a carrier. We will tell you when that applies and direct you to the carrier.
Selling consumer health data
We do not sell consumer health data. RCW 19.373.070 would require a separate signed authorization containing specific disclosures before any such sale, and we have no such process because we do not engage in it.
Changes to this policy
If this policy is adopted, we will not collect, use or share categories of consumer health data beyond those disclosed here without first obtaining consent, and we will update this page and its date before any such change takes effect.
